extract_files: Implement blueprint file generation

Switch to blueprint on:
 - shared objects
 - $partiton/etc/ files
 - JARs
 - executable binaries and scripts
 - APKs

Only /sbin binaries are still in Android.mk because blueprint
doesn't handle sbin installation yet
